Nine Minimum Controls (NMC)
NMC No. 8 -
Public Notification

The
intent of this NMC is to inform the general public of the location of CSO
outfalls, the actual occurrences of CSO's, the possible health and environmental
effects of CSO's, and the recreational or commercial activities curtailed as a
result of the CSO events. Public notification measures may include, but
not be limited to, the following:

Posting
at the affected area of use.
-
Posting
at selected public places.
-
Posting
at CSO outfalls.
-
Notices
in newspapers or on radio and TV news programs.
-
Letter
notification to affected residents.
-
Telephone
hotline for interested citizen calls.
Limitations
associated with this control are related to the degree of assurance that the
notification method selected will provide the necessary information to the
appropriate portion of the public sector. Documentation of these efforts
may include, but not be limited to, the following:

A
list and description of the measures planned for implementation and the name
of the individual(s) or department responsible.

The
procedures or protocol for issuing notices.
-
Samples
of the public educational materials used or planned for use and a photograph
of a typical sign, if applicable.
-
A
list of the locations where signs are posted (or will be posted).
-
A
log of CSO occurrences and associated public notification.
WWMA
Response: This item has been addressed by the Authority's Consulting
Engineer in the following manner:
A. Defining
what is a "CSO Affected" area.
-
Receiving
waters in this area may be impacted by a nearby combined sewer overflow (CSO)
structure.
-
During
wet weather, untreated wastewater may discharge directly or indirectly into
the receiving water area along with a potentially large amount of storm
water.
-
The
following types of contaminants may be present in the receiving waters from
a combined sewer overflow event: pathogens, bacteria, oxygen-demanding
pollutants, suspended solids, nutrients, toxics and floatable contaminants.
B. CSO Signs - Location, Identification and
Description
-
The
most obvious area of maximum CSO impact would be the receiving waters
immediately surrounding the outfall structure itself. Due to the
relatively small size of Brush Creek, the Authority believes it to be
appropriate that all necessary signage for public safety and information be
mounted near the respective CSO outfall structures.

The
Authority shall post signs in an appropriate manner stating that the posted
area is an area that may be affected by the combined sewer overflow
structure in the posted vicinity.

The
posted signs shall be inspected (and replaced as needed) on a regular basis
for visibility, damage or normal wear and tear from various weather
conditions.
C. The Authority shall consider the following options in posting
information at public
places for the following municipalities: Irwin, Manor, North Huntingdon, Penn,
North Irwin, and Hempfield.

Locate
Internet web pages for the above listed municipalities so that permissions
may be granted in placing information directly on these web pages concerning
the area's combined sewer overflow structures and additional pollution
control information.

Locate
Internet web pages for the above listed municipalities so that permissions
may be granted in establishing links from these given web sites to the
Authority's web site.
-
Locating
public facilities for the above listed municipalities so that permissions
may be granted in placing maps and descriptive text concerning the area's
combined sewer overflow structures and accompanying signage.
-
Locate
schools within the municipalities listed above so that the Authority may
assist in selecting educational materials concerning the environment and
pollution control into the curriculum.
