Nine Minimum Controls (NMC)
NMC No. 5 -
Elimination of CSO's During Dry Weather
This
NMC includes any measures taken to eliminate overflows during dry weather
periods. Since the NPDES program prohibits dry-weather overflows (DWO),
the requirements for DWO elimination is enforceable independent of any program
for the control of CSO's. DWO control can include modifications to the CSS
facilities and changes and improvements in O & M procedures.
Documentation for this NMC may include, but not be limited to the following:

summary of alternatives considered and actions taken to identify and correct
DWO's.

description of the procedures for notifying PaDEP of DWO's and a summary of
reports submitted.

summary of periodic reports on the progress made toward eliminating DWO's.
