Nine Minimum Controls (NMC)

NMC No. 9 - Monitoring to Characterize CSO Impacts and the Efficacy of CSO Controls

  The last of the NMC's involves visual inspections and other methods to determine the occurrence and apparent impacts of CSO's.  This control is an initial characterization of the CSS to collect and document information of CSO's and known water quality problems and incidents that reflect use impairments caused by CSO's.  The System Inventory and Characterization Report, submitted to PaDEP, November, 1998, addresses many of the issues of this control measure.  The ongoing flow monitoring at the CSO's also addresses many of these issues.  Documentation for this control measure may include, but not be limited to, the following:
  • Identification of CSO's in the CSS.

  • A summary of observed incidents (i.e. the number and location of overflow events, as well as duration, volume, and pollutant loadings, if available)

  • A summary of existing water quality data from receiving water bodies.

  • A summary of receiving water impact that is directly related to CSO's (e.g. fish kills, floatables, wash-up episodes, etc.).

  • An assessment of the effectiveness of any CSO control measures already implemented.
