Nine Minimum Controls (NMC)
NMC No. 1 -
Proper Operation and Regular Maintenance Programs for the Sewer System and CSO
Outfalls
NMC
No. 1 identifies and establishes operations, maintenance, and inspection
procedures, ensuring that a CSS and the treatment facility functions so that the
maximum amount of combined sewage is conveyed and treated and within compliance
of the NPDES permit requirements of the facility. Implementation of this
NMC may consist of the following:

Assessing
Operation and Maintenance (O & M) procedures and how well they are being
implemented.

Determining
whether the O & M procedures should be improved to satisfy the intent of
the CSO policy.

Developing
and implementing the improvements to address the CSO's.

Documenting
any actions taken and reporting them to the PaDEP.
Documentation
for this NMC, demonstrating that appropriate activities have been implemented or
considered, may consist of the following:

An
identification of CSS components requiring routine operation and
maintenance. An
evaluation of operation and maintenance procedures to include regular
inspections, sewer catch basin and regulator cleaning, equipment and sewer
collection system repair or replacement where necessary.

An
operation and maintenance manual and/or procedures for the CSS and CSO
structures.
-
Resources
allocated (manpower, equipment, training) for maintenance of the CSS and CSO
structures.
