Nine Minimum Controls (NMC)

NMC No. 7 - Pollution Prevention Program for the Reduction of Contaminants in CSO's

The seventh NMC is intended to keep contaminants from entering the CSS and the receiving waters via the CSS.  Most of the methods suggested by the EPA invovle behavioral change rather than construction of physical modifications to the collection and treatment systems.  These control measures may include, but not be limited to, the following:

  • Street cleaning during dry weather periods.

  • Public education programs.

  • Solid waste collection and recycling.

  • Product ban/substitution.

  • Control of product use such as fertilizer, pesticides, de-icing salts, etc.

  • Water conservation methods.

The Authority must provide documentation that they have made diligent efforts in evaluating this minimum control and have a clear understanding of the measures to be taken.  This documentation may include, but not be limited to, the following:

  • A summary of the alternatives considered.

  • A list and description of the measures planned for implementation and the name of the individual(s) or department responsible.

  • A cost estimate and the implementation schedule.

  • An estimate of the benefits expected from the minimum control actions.

  • Samples of the public educational material planned for use.

  • A list of pollution prevention plans that have been developed, if appropriate.
